Project overview
Verkís became involved in the project at its earliest stages, leading the needs assessment and project definition process. Given the wide range of stakeholders involved, Verkís conducted an extensive stakeholder engagement programme to identify operational requirements, expectations, and long-term objectives for the facility. This work resulted in a comprehensive project brief including stakeholder analysis, preliminary space planning, technical requirements, cost estimates, lifecycle cost analysis (LCC), and a roadmap for the next phases of project development.
Following the completion of the needs assessment, Verkís prepared the procurement documentation and managed the competitive collaborative tender process. The procurement model brought together architects, engineers, and contractors into integrated teams, encouraging innovation and collaboration from the outset. Three multidisciplinary teams participated and developed design proposals based on the project requirements and technical brief.
The winning proposal was selected through a two-stage evaluation process. One jury assessed the overall design quality, functionality, and cost targets, while a separate jury evaluated the participating teams’ ability to collaborate effectively during the detailed design and construction phases. The selected concept demonstrated the strongest balance between architectural quality, operational functionality, cost efficiency, and project delivery capability.

The Challenge
To meet the growing demand for cruise and passenger services at Reykjavík Port, a new multi-purpose terminal was needed that could accommodate diverse operational requirements while supporting future growth in tourism and maritime transport. The project required close coordination between numerous stakeholders and a procurement strategy that encouraged innovation from the earliest stages.
